In a move to bolster its regulatory oversight and adapt to the rapidly evolving gaming industry, the National Lotteries and Gaming Regulatory Board (NLGRB) of Uganda has convened a three-day strategic planning retreat at Speke Resort Munyonyo. The retreat, facilitated by renowned strategist Prof. Gerald Kagambirwe Karyeija, brings together members of staff, senior management, and the Board to reflect on past achievements and chart a new course for the next five years.
The event, themed “Equipping Staff for Strategic Impact,” seeks to align the organization’s structure and strategy to meet the dynamic demands of Uganda’s gaming sector.
In his opening remarks, NLGRB CEO Denis Mudene emphasized the significance of the retreat, stating, “As the Board charged with regulating one of the fastest-growing sectors in Uganda’s economy, we face both unprecedented opportunities and emerging challenges. Technological advancement, evolving consumer behavior, expansion of digital betting platforms, and increasing policy demands require us to be agile, forward-looking, and more coordinated than ever.”
Why It’s a Win for NLGRB Staff
The retreat offers a unique opportunity for staff to contribute to the organization’s future direction, fostering a sense of ownership and shared purpose. By engaging in creative brainstorming sessions and collaborative problem-solving, employees at all levels are empowered to think strategically and align their work with the broader goals of the organization. This level of involvement not only enhances job satisfaction but also equips staff with the skills and mindset needed to navigate the complexities of the gaming industry.
A Model for Operators
Operators would do well to mirror this approach. In a sector characterized by rapid technological change and shifting consumer preferences, encouraging a culture of strategic planning and employee engagement can be a game-changer. By convening their own strategic retreats, they can:
Anticipate regulatory shifts in partnership with bodies like NLGRB, turning compliance into competitive advantage.
Empower teams with a clear five‑year direction, elevating customer service, product innovation, and responsible‑gaming initiatives.
Foster resilience against market disruptions, whether from new technology, policy changes, or shifting player preferences.

“Strategy Follows Organizational Structure”
Prof. Kagambirwe Karyeija, the retreat’s facilitator, underscored the importance of aligning strategy with organizational structure, emphasizing that a well-structured plan is the backbone of any successful organization. “Strategy follows organizational structure,” he remarked, highlighting the need for clarity in roles and responsibilities to achieve long-term objectives.
A Call to Action
CEO Mudene urged participants to approach the retreat with focus, creativity, and a shared sense of purpose.
“Let us use this space to reimagine how NLGRB can be a model regulatory agency that ensures a safe, fair, and prosperous gaming sector in Uganda,” he said, expressing his gratitude to the staff for their dedication and anticipating a productive and impactful retreat.
As the NLGRB looks to the future, this strategic planning retreat represents a critical step in positioning the organization as a leader in Uganda’s gaming sector. By promoting collaboration, innovation, and strategic thinking, the Board is not only preparing its staff for the challenges ahead but also setting a standard for others in the industry to follow.
