Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB) confirmed today that formal mediation proceedings are actively underway regarding explosive allegations that Golden Tripod Casino abducted and tortured a jackpot winner, escalating scrutiny of an industry already facing credibility challenges.
Key Developments
The NLGRB summoned the Managing Director of Golden Tripod Uganda Limited via a July 23, 2025 letter, demanding a response by July 25 and requiring his appearance at a July 29 mediation meeting alongside complainant Wei Xiang. In an official statement provided to Gaming Port today, Senior Communications Officer Jackie Kamakune stated:
“According to Sect. 4(m) of the Lotteries and Gaming Act Cap. 334, the Board is mandated to receive, investigate and arbitrate complaints relating to lotteries, gaming, betting and casinos and take appropriate action. In accordance with this statutory mandate… a complaint was duly lodged by the parties and is presently undergoing mediation at the Board.”
Core Allegations
The complaint filed by Kibazo Associated Advocates alleges:
- On July 15, 2025, Wei Xiang won UGX 160.8 million (~$43,000) at Golden Tripod Casino but received only UGX 20.8 million.
- On July 16, 2025, upon returning for his UGX 140 million balance:
“he was abducted by members of the casino management, unlawfully detained in a room within the facility, physically assaulted, tortured and deprived of his personal liberty”. - Xiang was rescued after police raided the Grand Imperial Hotel-based casino following alerts from bystanders.
Industry Impact
- Regulatory Precedent
The NLGRB’s public engagement signals heightened oversight. Potential sanctions against Golden Tripod could redefine compliance expectations for Uganda’s 50+ licensed operators. - Criminal Liability Looms
While mediation addresses regulatory breaches, the alleged torture and abduction remain subject to separate criminal investigation. Police previously arrested suspects who were later released on bond. - Reputational Fallout
The casino’s location within Kampala’s upscale Grand Imperial Hotel links the scandal to Uganda’s tourism sector. International investors eyeing East Africa’s gaming expansion may reassess market risks. - Legal Reforms Likely
Xiang’s lawyers deem the incident a “gross violation of the law, breach of public trust, [and] criminal conduct” – amplifying calls for strengthened player protections under Uganda’s gaming laws.
Next Steps
Mediation remains ongoing at the NLGRB. Outcomes could range from financial penalties to license suspension. Meanwhile, Kampala police continue investigating criminal aspects of the case.
Golden Tripod Uganda Limited has not publicly commented. Gaming Port will continue monitoring developments.
